Kathy Hochul says she is "deeply disturbed" by Cornell University Police's handling of the investigation into a young woman's allegations that she was raped by fraternity members. Hochul says Cornell police were the first to interview the woman, but prosecutors say they did not receive a separate transcript in which she told investigators, "I can say with 100 percent confidence I was raped."
