The FBI arrested Wanying “Heather” Zhang, a 34-year-old California resident, on charges of operating as an unregistered agent for China and conducting surveillance on Taiwanese President Lai Ching-te’s family. Prosecutors say Zhang and an associate visited Seattle in September 2025, monitored the family’s home and appeared to photograph it. According to the FBI, Chinese officials directed her to collect intelligence that could help Beijing pressure Taiwan’s president during a potential conflict.
