This #FirePreventionWeek, ATF is implementing safer practices for federal explosives licensees and permitees. Under Final Rule RIN 1140-AA00/AA20, effective Oct. 26, ATF is finalizing two 2003 interim rules implementing the Safe Explosives Act. The rule clarifies when federal explosives licensees and permittees must report changes in responsible persons and authorized employees; eliminates the requirement to verify the identity of persons accepting delivery on behalf of distributees; and amends regulatory exemption language related to transporting explosive materials.
